It should officially be announced by the Ministry of Education to change it since it really confuses many students!
You must understand a little more about ACCA.
Previously the foundation is known as CAT, which is mandatory to take all 9 papers. t1-7 and 2 optional papers from t8-10.
It is renamed to FIA in 2011 if I'm not mistaken and only require to complete the FAB (t5), FFA (t6) and FMA (t7).
If you completed all 9 papers in FIA, you will get
CERTIFIED ACCOUNTING TECHNICIAN (CAT) QUALIFICATION.

However in Malaysia, MQA required you to get CAT to study ACCA (assuming have no higher qualification or spm).
That is why it is no wrong to say CAT as you need to get CAT cert to continue ACCA course.
