Have you got it working yet?
Try with one card first. Is the " actually in the config? Try remove it if so, not sure if that affects, cos small things can screw it up

My config below

setx GPU_MAX_ALLOC_PERCENT 100
setx GPU_USE_SYNC_OBJECTS 1

you can try exchanges too like bitstamp, btce or China ones like huobi or okcoin

before running your config, i was running my own config @ wemineltc.com

managed to get only about 500 to 530kh/s with settings below.

setx GPU_MAX_ALLOC_PERCENT 100
setx GPU_USE_SYNC_OBJECTS 1
cgminer --scrypt -o stratum+tcp://hk2.wemineltc.com:80 -u user -p pw --thread-concurrency 8192 --lookup-gap 2 --gpu-engine 1150 --gpu-memclock 1800 --gpu-powertune 20 -w 256 -I 13 -g 2

actually it looks fine
lookup gap don't really need
just adjust the engine and memclock, highest is not always best
i put at 1050 or 1075, 1500

for your original setting, change -g 1 to -g 2
-g 1 is for HD7950

well your other setting look ok
memory to engine clock ratio is important

there is a readme file in cgminer:
First of all, do not underclock your memory initially. Scrypt mining requires memory speed and on most, but not all, GPUs, lowering memory speed lowers mining performance.

Second, absolute engine clock speeds do NOT correlate with hashrate. The ratio of engine clock speed to memory matters, so if you set your memory to the default value, and then start overclocking as you are running it, you should find a sweet spot where the hashrate peaks and then it might actually drop if you increase the engine clock speed further.

noted.

does the temperature of the card affects the mining performance as well? i used a small fan blowing directly to my gpu, temp constantly @ 73~75 deg cel.

not really unless you set it to adjust autofan like i do, cos my card temp too high

try this, swap with your litecoin pool, just change user and pass
setx GPU_MAX_ALLOC_PERCENT 100
setx GPU_USE_SYNC_OBJECTS 1
cgminer.exe --scrypt -o stratum+tcp://hk2.wemineltc.com:80 -u user -p x -w 256 -g 2 --thread-concurrency 8192 --auto-gpu --gpu-engine 1050 --gpu-memclock 1500 --temp-target 75 --temp-cutoff 85 --temp-overheat 80 --auto-fan

if temp too high adjust accordingly, usually when multiple gpu will be hotter
u can add range for auto-gpu like 1000-1050

edit: not autofan but auto-gpu

Haha. My money and coins are stuck in Mtgox now =(. But no worries, hopefully more local people will sell to me. I'm glad the scene is picking up in Malaysia
