Yes, it should be. Your max power draw for the GPU should be 400W max. But try getting 80+ Gold rated PSUs though, like the Corsair RM650 or Seasonic X650. The CS650 will need to draw 600W just to pump 480W due to it's 80% efficiency.

Say only power efficiency. Yes it draws 25W only at idle but the heat it spews out when full load is crazy. Hahahah.

Yes, as long you dont overclock too much, the CS650M is enough for your system

It's a mix of both really. Balanced your budget to ensure your components are of the same level, but if you're gaming centric, then focus a little bit on getting a better GPU and SSD. RAM you don't need to spend too much. As long it's 8GB 1600MHz you'll do fine.

Depends on whether you're willing to spend that extra, since everything else is the same. But the 290 will run cooler and can OC more since it's a non reference cooler. But 780Ti will still be faster.

Asrock Z87 Fatal1ty Killer. RM540+. Can go triple crossfire or SLi is your cards are not massive. And definitely meant for gaming. XD

Any GPU that has the same cooler design as the original stock nVidia card is considered as reference. And yes, the Leadtek Windfast GTX760 is reference and would suit your gaming purposes.

Friend is asking for a RM1.5K AMD setup. He already has the motherboard, which is a ASUS M4A77TD. I'm not sure of the Other components so what do you suggest?

1. NoiseBlocker Blacknoise Silent Pro 140mm
2. Scythe Gentle Typhoons 1850rpm 120mm
3. SILVERSTONE FM121 120mm Case Cooling Fan
4. NZXT Air Flow Series RF-FZ140-R1 140mm Red LED Case Fan

Thanks. Let me know if you have any other models in mind. No corsairs though, those are way too pricey.
