Design simulations?Like PS CS6,Adobe AE,C4D,Maya?
I'd just get a decent build.The 8 Threads in Xeon and i7 CPUs is helpful for Video Editing,Video Rendering,Photo Ddting,Photo Rendering,Animation and stuffs like that.
I'd get a good midrange card for animations though,like GTX760,AMD HD7850-7870 (IF ITS STILL SELLING) or the R9 270X GPU.

If I bump down to i5 and the 650 Leadtek, is it still good? Try to squeeze in the monitor.....or if the monitor can be slightly smaller?

Get Dell S2240L 21.5' RM489.
It's not that good,its decent though,but cant play most games on high settings i guess.
Spend abit more and get Leadtek GTX760 2GB ddr5 RM849. smile.gif

Hmm,if u are playing FPS Games like BF4,i'd get the i5 4440 and GTX760.BUT if u wanna save a bit more money to get better CPU,u can consider the xeon and gtx760,IF ads do use cpu alot.
,so refering to your question of the Monitors from Dell,it has a lot of good monitors,there some monitors that are good other than dell's too,like some from Asus and Viewsonic.

At least get the 2GB TI Boost version to be more future proof, just a tad more pricier than normal 650.

The shop give me estimate about rm3k.. can help give any suggestion on change of spec that noted that can low the price to <2.5k.. tq

What GTX? I presume the 760?
Looks nice... Though for 3K you can squeeze for more... R9 280X anyone?

Need a suggestion to build from scratch a photo editing rig.

Budget - the cheaper,the better.At least no lagging or hang while editing raw photos..maybe below rm2.5k?

No hard gaming involved.Only flash games.

I'm located at KL.

You can reuse some of the parts from your old pc to save a bit.Xeon and i7 processor is good for photo editing and rendering,video edting and rendering too!
