I am rather new here, and not really a Pro in rig...
But I believe most will suggest as below,

CPU - i5/Xeon/i7 (600-1k++)
GPU - AMD R9 280x/290 (1.1k-1.5k)
PSU - 600w 80+ gold (SuperFlower Golden Green 600W) and above (300++)
MOBO - H87/Z87 (400+)
RAM - 8GB (230+)
HDD - 200+
SSD - 300+
Casing - 200+

SSD/Casing is quite subjective, you can forgo them and add some extra performance on GPU or CPU. If overclocking then adjust the budget to MOBO and PSU.

BTW, for an office PC and 1.5k budget, you can get a Dell, preinstalled genuine OS + less hassle if anything gone wrong (though, no SSD in prebuilt at 1,5k price).

Because Xeon is like a i7 lite (minus some non-vital features - iGPU, overclocking and so on) at a cheaper price.

Ultra setting, better prepare minimumly RM3k for the rig alone (means monitor, mice, keyboard, speaker and so on not counted). Of course if you can make it 4k will be even sweeter.

CPU - 600-1k
MOBO - 300-700
GPU - 800-1.5k
RAM - 220-500
HDD - 200-700(if include SSD)
PSU - 300-800(if plan to overclock or SLI/XFX in future)
CASE - 300-1k++

Try to strike your own balance in between.

Ram no need pay the extra, normal RM230 one should do just fine.
U2312>S2340. U2312 is an Ultrasharp monitor, while S is just normal IPS. I last week go lowyat checked, still got stock for U2312.
