Both TL-MR3020 and TL-MR3040 does support QoS, if flashed to OpenWRT. Though, It doesn't come pre-installed, you need to install it:

Use PuTTY or from the web-interface: System -> Software -> Download and install package
Or better yet, flash
Gargoyle firmware, which is an OpenWRT variant coming with a very nice looking default web interface. With Gargoyle, you don't need install anything to use QoS, it comes preinstalled (that is it's main strength).

I dont really want to pour cold water on you, but TP Link routers are actually have QoS on thier original firmware
When i have time i will try to flash my now-retired TPLink 3G router to third party firmware.
btw i just bought RT-AC68U
wanted to buy AC56U but no stock. I took me a days to figure out how to connect this router to my Hilink E3276
The QoS options are so powderful as im still learning how to throttling bandwidth...
