That basically tells you the specific niche market requirements.
For RM1000, they get RM1000 WORTH of quality, i.e use of tables and bad SEO.
So its better to have different packages to cope with different costs each client is comfortable with. The cheaper it is, the less frills it has and the faster it gets done (low cost, fast develop = higher volume, better yield). Its still a business opportunity there, if you're willing to undertake.

Sure it can be done cheap, but with cheap results. He can have his own cheap clients to target

And if he cant earn enough, he can always make use of ad pops or maybe adsense
