So right after the what campaign in the 90s, 80 turtles are seen at shore, and its expected to increase drastically in the next few years.

Answer is D lol. Quite tricky. 2000 turtles was spotted in 1970 and 1980. In 1980 there was a sharp decrease. There's only 50 turtles. And then in 1990, there's 80 turtles. So the answer is D because it increases slightly only . The graph for C is quite steep starting from 1980. If it was C then the number of turtle for 1990 would be around 400-500

Initially I measured the difference of height of 2000 turtles and 0. According to scale is 0.2cm for 30 turtles if I am not wrong, then I measure the distance of height of year 2000 in C and D using the scale, but got no answer.
