I tried Kies, but it can only migrate half of my personal data, but cannot restore back settings, apps, apps settings etc... like TB. I guess no app can perform like TB without root?

monitor what is the number.. ori S4 charger should have ~1800.. if the number so low like ~500, try use other charger and check the no too.. if other charger ok, means your charger got problem.. if other charger also not ok, maybe got to send your S4 to Service Centre to check usb port or other thing..

Check your phone status whether it's Modified/Custom.

Go into recovery mode (vol up + home + power button) then do full wipe..data and cache.

Then check again your FOTA

Yes. .full wipe will wipe clean your data it seems.
Try go again into download mode and chack your binary counter and phone status there just to double check.

Perhaps I should clarify in further details.

Charger specs:
- Non original charger
- Output 2.0A
- Same output for Note 2 and S4

  Scenarios
  a) Charging S3 and Note 2:
      - Works perfectly

  b) Charging S4:
      - Charging indicated but battery level does not increase

It is just really odd that it does not work with the S4. I've tried charging the S4 using powerbank, S3 charger (1.0A), and via USB to laptop and all works fine; of course it's slower for the latter two options due to lower output.
No idea why this happens or if anyone encounters this as well. Nonetheless, does anyone know a seller where I can purchase a charger which works for the S4?

Just thought of sharing something I found while trying to investigate what exactly is the issue. It appears that there is some sort of detection mechanism with regards to the cable/adapter for the S4. This is of course just assumptions from browsing forum posts.
