CVT, accelerate below 2krpm will yield crazy low FC. You do not need a vacuum gauge. Just remember to release your brake pedal first when ready to pickup, once the car start creeping forward, then only u gradually apply gas pedal to raise RPM.
Me drive more than 90kph will be <15km/lit. Can't be less than 60kph or FC will also be <15km/lit. Usually around 80kph gave the best mileage. The key is your right foot. Not the RPM itself. For auto cars, when momentum decrease, your torque converter will sense it and drop gear. So, even on uphill if you don't put down your right foot trying to maintain speed, your gearbox will automatically downshift and raise RPM. Don't worry, on 4th gear 2krpm during uphill, 3rd gear 3krpm will give you lesser fuel consumption and better pickup
