Developer was pitching 8.5% returns. To get that we need to rent ground floor 10k, 2nd floor 4k & third floor 7k. But in 2016/2017? There's few factor we have to take into consideration :1. 10 years economics cycle, many of us expect economic downturn as early as 2015 up to 2017 (TS expected to complete end 2016/early 2017). So, how much rent can fetch very much depends on that. But, as economy pick up, I see no problem for TS fetch that kind of rental.
2. TS is a neighbourhood mall like sunway giza with grocery stores, fitness centres & all and it is surrounded by high end residential. Bad economy won't affects the high income families that much. Long term, yes, TS have huge potential of giving steady high rental income.
