yes, you spend low amount, your tanking ability is superb, however as you spend more, you gain much less returns compared to a barb. take random numbers (again, examples, the numbers are all made up) for me to show my points:
a monk and barbarian that spends 100k on cheapo gear, chances are the monk tanks better than the barb.
however once a monk and barbarian both spends 1million on tanking gear, the barbarian may be on equal footing in terms of EHP/tanking capabilities.
once both of them spends maybe 10million, the barbarian will most likely out tank the monk.
as awesome as serenity is, it is bound to a very long cooldown for a short effective duration. this however:

barb's base stat is str which also easily adds towards armor.
they only need to watch out for all resists, which isnt that hard with warcry (again, that also adds on armor) SCALING their values at a % base. (hard target or time of need = 20% scale, lol)
the key thing, as is with LS vs LoH, is scaling.
LoH (take this as the monk) wins initially, however once you have better stats, LS (barbarian) will overtake LoH in effectiveness.
