Nope, Anggun 3 is located on a higher ground.
Below is a photo taken from AEON rooftop parking showing the river which overflowed on that fateful day.
Jalan Batu Arang is long due for an upgrade. All those big boy developers should contribute or pressure the authority for the upgrade asap?

From the masterplan in HBL sales gallery, it does show there are some proposed "Pangsapuri Harga Sederhana" which will be developed by HBL & JV with Guocoland. Even if these materialise, imo it's not a major concern as these proposed apartments are located further inside & not at the entrance part of A3.

EE is not affected as their entrance/exit is at the other side, ie. the right side after toll.
The Star did report that Guocoland opened the slip road which connects EW & EW (near to SJKC Emerald) to allow traffic from EW & BCH to exit via EE on that day.

Anggun City is progressing well. Really look forward to see how it will turn out.
AEON Rawang is starting to get a little too crowded during the weekends.
The scene is so different from the first time i visited in mid 2012.
