This is actually a good example of a polite Japanese phrase, except for some minor grammatical construction mistakes. "nihongo ga dekiru kata-gata ga ippai irassharu nante." would be more appropiate. "kata" can mean Shoulder, but it also means person(polite) "kata-gata" is a plural of "kata" dekiru kata = person who is able to.... dekiru katagata = people who are able to.... an example of use of "kata" would be; そちらの方は、貴方の奥様ですか？ sochira no kata ha, anata no okusama desuka?
