But I believe there's shaping. I do experience that from time to time, especially when doing heavy downloading. I don't download 24x7 though. Once in few weeks

That applies to p2p only though. Youtube or anything no affected.
However, I do experience slow down too... Youtube won't buffer as smooth as before, like what "Angel of Deth" said, it's less responsive. I need to check what's wrong on my side before saying anything further.

Edit: Oh... Confirm no quota though... Me alone downloaded >60GB, total >80GB(including upload) in May. No slowdown whatever. Since the first month of installation, I alone always exceed the quota (60GB) given. If take into account all my housemates... I believe it's near to 300GB per month. Some of them don't know download what, forever downloading
