pkgbackup only backup the list of Cydia apps/tweaks installed and repos. Those list can be exported to dropbox/sugarsync etc, saved in adressbook and so on. The actual apps/tweaks won't be backed up.
How it works:

3. Upgrade or restore the phone
4. Jailbreak and install Cydia
5. Install Aptbackup

I understand all , except the last one.
reinstall back from where ?
from server (redownload everything ??) ,
from iphone ( it is not possible as during upgrading, old files have been removed),
from computer - this is the most possible way. But when cydia files are saved to computer? (during syncing and backup ?) Through what ? (itune ? .... ?) To which directory ?
