because not yet handover key.. is very hard to nego since price is low enough and they are not keen enough to sell off.
so they wait for waterfish

For current subsales market, it would be hard to determine the exact bank value /selling price as CF is not issued yet. Thus, investor and seller is playing with the price.
Most of the subsales transaction will fail at this moment as seller/owner would continous increase the selling price to match the future market price while buyer would like to buy at current price.
