It's all up to the department to accept you to 1st or 2nd year. There is no clear black and white about this. If you come from an established institution (Taylor's, INTI and likes, not some unknown Lincoln or whatsoever) and you have covered most of the topics learned in that 1st year, you may stand a good chance to be admitted into 2nd year. Else, you will have to repeat your 1st year.
As for English requirement, you may be required to sit for IELTS/TOEFL. I am unsure if you'll be taken in while having extra courses on English - you need to ask admission office for more confirmation. In case you do not know, a good score (B4 and above I guess) in your 1119 on SPM can be used for English requirement.

I know this is convenient for you but maybe you want to take some efforts in reading out the forms and try to fill in what you could? You are about to enter university where you should be on your own for all matters in the university. Take this as a warm up session to be more independent?
