I wont be surprised if they will be using this as a reason to increase broadband pricing in near future.

already happened at USA, but not success because i guess is information right. just for torrent user can buy a different package for downloading with an affordable price.

We use internet for video streaming, etc so why they still want increase the pricing ?

No, not true, at least not two weeks ago, when I was most recently in China ... or any of the other times I've been there. Google works fine. The Chinese government has requested them to block certain search terms (about Tiananmen Square, Falun Gong, human rights, etc.) and I don't know whether they're doing that.
