It depends. Most of the lenses are not that sharp at wide open unless you are willing to spend more on L primes.

Yea, you may get the 18-55mm first if you don't wish to splash that much of cash and upgrade later on and at the same time do consider Tammy 17-50mm f2.8 if you are planning to get Canon 18-135mm.
