Even the first phase Vped, i don't think it is safe to move in as other 5-6 phases are under construction:

a) safety wise, your left right behind in front parcel are under construction, piling, soil digging, so it is not safe considering they are class 3 and 4 slopes.

b) security wise, all main con, sub con, foreign workers in and out and working in other under con phases, high chances of break in, thief, and other unforeseen incidents could happen.
