I had the same problem too last time. The caller's phone is ringing (sort of a dialing tone) but the receiver's phone is not. Activated my iTunes account but still the same thing. Btw, make sure both users have different iTunes account. So, I gave up. Few days later, I went to McD and connect to their free wifi service. I tried using Facetime and suddenly a message pops out and ask me to confirm my acocunt. After following the steps given on screen, I had my account confirmed. I didn't try calling from McD's wifi coz the connection is quite congested. Went home and tried, suddenly it works. Well, that's how I got Facetime connected. Others might have different ways.
