well yeah. the subject will look clear, but ugly one way is to use rear flash sync...the flash will help illuminate the subject face, but the longer shutter speed to capture the background. the background might be blur a bit la, but better than juz pure black

hoya n kenko same quality i think? another good brand is B+W, n of course nikon's own filter

Cheap Hoya/Kenko spoils the image too . Basically, if you get what you pay for. Something good would be like the SuperHMC, Pro1D or HD from Hoya/Kenko.

UV filter is just to protect your lens, so it can be used for both indoor and outdoor. BTW, the price you stated, might as well get Hoya HD 52mm UV, it comes with 8 layers multi-coated. Around RM175 lol. Pro1 should be cheaper, the price you stated I can get 1 unit of Pro1 for 67mm + balance RM20. So, the price is not good.
