Yes, that should be it. When you plugin USB, your PC should detect the phone and try to install driver. My driver installation failed but it still works just like mention in the blog steps.
Turn off you phone, hold the "U" key, plugin the USB with your phone still off, your phone will go into "restore" mode and your PC will detect the USB connection.
Perhaps your PC have problem with the USB? Or Windows 7/Vista problem? I'm using Window XP.
Or try using another PC?
Did you make sure your phone battery is charge to full? As I know if your battery is below certain level, it won't work either.

Don't! It's strictly for hardcore or advance users who want to have a taste of MeeGo. This MeeGo is very very early release without any INTERFACE! It's command prompt version like X-Terminal (like MS-DOS), and many things aren't working.
Forget about MeeGo for now, why the rush? Just wait till it's finally release. There might be a dual boot option in future.
For now, it's more important current Maemo5 is refine and improve. PR1.2 have some fixes, but not really up to expectation especially since they delayed for so long.
Facebook Chat is now an integrated account in Contacts, but still no MSN, Yahoo, etc as default.
Previously those using other plugins will have headache to merge all the contacts all over again, unless you prefer to stick with the 3rd party plugins.
Still no MMS support with the current leaked PR1.2
No Contacts grouping.
No ringtone assignment to contacts/groups.
No enhancements to profiles.
No Video Call for 3G.
What else?
For SMS, now you have option to turn on "SMS only for mobile contacts". So, no more annoying prompt asking you to choose either mobile or home numbers when you send SMS. (In UK, I think, you can send text message to home phone).
Found a bit problem. During calling Voice Mail, the dialing pad is not working, so can't choose any options...
