Seems like your screen is damage. Did you ever press it too hard, drop it or put it near a magnet (I don't know)?
Go change it. If it's still warranty, try to claim it.

Old screen, new screen, 2nd hand set screen, all can be operate by finger. I use fingernail only if the icon is too small.
Why do you want to change your screen? Damage? It's not cheap, you know.

I don't know about Vista, didn't use it to flash before, but if you're talking about Custom ROMs, you can try
THIS METHOD. I'm not sure whether it will work for Official Firmware or not.
