It is the truth. Its not really a nice place to shop unless you know the place and the people well. But anyway the standard procedures applies.
1. Check the phone's IMEI serial number and whether it match the label on the box. Try to remember the digit.
2. Check the warranty label and card
3. Check the phone condition for any cosmetic rejects.
4. Check the phone in operation. Check LCD for any dead pixels.
5. Make some calls, search on bluetooth and WIFI.
6. Play some music and check the speaker.
7. Check the keypads.
8. Take some picture and see if the power LED/flash is working.
9. Etc...
They can't cheat on you if you know what you are looking for. Stick to your principles and requirements. No tolerance. They may give excuses, take nothing but your insistence. Otherwise you have just opened up more opportunities with other traders - by walking away. Do it in polite though. Be courteous and don't have the attitude of CUSTOMER ALWAYS RIGHT. Thats being unreasonable.

IF you want to check whether there are dead pixels on the screen: Turn on the camera then put your hands covering the entire lens so that no light can get in and would be totally dark. if the screen is black all over that's good. if there's some dots that still light up, it's a sign of dead pixels.
