I'd have to say it depends on what you're playing... if it's lead, then better focus more on scaling.. but don't neglect the chords as well.. diversify yourself..

speed is the product of accuracy, as some wise guitarist once said. make sure when you practice, concentrate on precise and accurate picking, slow pon boleh then the speed will naturally develop. there are some very good articles on scales and such on ultimate-guitar that helped me alot.
