If you're using a US iTunes account, then you can use a US PayPal account as your billing method. Remember, it has to be a US PayPal account if you're using the US iTunes account. Else, it won't work

Yes, and you can't change it to Malaysia without creating a fresh new account from what i've seen and experienced. I too suffer the same problem as you do as my PayPal account is set to Malaysia. Yea, credit cards would be the best billing method

i have yet to find a good offline map for myself as well . the best so far i can find (by 'best' i mean the features and review, i didnt try myself) is offMaps. maybe you should check that out. no promises of course
