0% Import duty, 6% GST for complete set (mentioned in the invoice). If separated, 5% Import duty + 6% GST for battery/charger. Not sure if need SIRIM approval or not.
Packaging weight is effecting the shipping rate in duty/tax calculation.

The HS Heading for battery is correct at 8507. However, the remaining code is depending on your type of battery. What we can ensure is the battery is subject to 20% import duty and 6% GST.

If it is 5% then I don't mind but 20% is crazy.

So if above RM 500, let's say USD 243.50 = RM1047 (inclusive shipping & insurance) at a weight of 9lb = 4.08KG what would be the calculation be ?

Full set: Mention in the invoice as "Cordless Hand Drill c/w Accesories". Then it only have 1 HS Code.
Seperated: Mention in the invoice by itemized all item. Becoz different item have different HS Code. For exp.:
1 x Cordless Hand Drill
1 x Battery
1 x Battery Charger
1 x Tools

Sorry for wrong info about battery HS Code. Today i check in the Customs Duties Order Book, found most battery is 20-25% duty + 6% GST
8507.10 xxx Lead-acid for piston engine use 25%
8507.20 xxx Lead-acid 20%
8507.30 xxx Nickel-Cadmium 20%
8507.40 xxx Nickel-Iron 20%
8507.50 xxx Nickel-Metal Hydride 20%
8507.60 xxx Lithium-Ion 20%
8507.80 xxx Other type 20%

Est. duty calculation for your items is like:
(Shipping + Insurance + freight rate) x Import duty
(RM1047 + RM421.59) x 20% = RM293.71

Est. GST:
(Shipping + Insurance + freight rate + Import duty) x 6%
(RM1047 + RM421.59 + RM293.71) x 6% = RM105.74

Total duty & GST ~ RM399.45

That's not the correct way to calculate total duty & import. Refer my post earlier regarding duty & tax calculation.

Good luck with that even-though i'm not recommend it...
1. Customs know average pricing for all item, and they have reference for item pricing from their surveyor.
2. It will trigger Customs curiosity when it's bulk item but with low price.

But, in the end..it's up to you to try the risk... thumbup.gif

Do not take it wrongly. Yes, DHL will take care the declaration procedures with Customs (all courier agent also will do this) but they can't decide to decrease or increase the taxes. It's all up to Customs. The trick is you split the shipment until the CIF price of each shipmet is not exceed RM500, then you can claim duty/tax exempted under Customs Duties Exemption Order 1988 Item#172:

Incoterms (EXW, FCA, FAS, FOB, etc....) is only trade's transportation contract/mode between seller & buyer. It doesn't effect with Customs duty/tax calculation.
"Jadual kos tambang bagi dagangan" use in Customs duty/tax calculation is fix by IATA rate worldwide. They use terms CIF for it because it is mostly standard freight terms use in cross-border trade.

Bike is motorbike or bicycle? Refer my previous post below for bicycle. It only 1 time import duty/tax (Malaysia's entrance) only. Doesn't matter where is the origin.

Not too sure how they classified racing or others. Maybe depend on the items catalog itself to prove it's racing bicycle, otherwise it will fall under 'others' category.

*Edit: Origin (invoicing country) is matter as Customs use it to get freight rate. So if your invoice is from SG, freight rate will be cheaper compare if you declare it from Taiwan (using Taiwan invoice).

Only GST calculation for you item:
=(Inv value + 10% insurance + IATA freight rate) x 6% (GST)
=(RM280 + RM28 + RM126.68) x 6%
=RM434.68 x 6%
=RM26.00

But your CIF value is under RM500, so you can ask for duty/tax exemption under "Customs Duties Exemption Order 1988 Item#172: Any goods below RM500 CIF value using air courier services thru KLIA, Subang, Bayan Lepas, Senai, KK & Kuching airport will be duties/taxes exempted except cigarettes, liquors & tobaccos."

Tariff code can check thru several website whether free or paid one. Then I'd cross checked with my Customs Duties "kitab" at my workplace....

IATA freight rate is given by my shipping agent. Btw, it's only applicable to air-courier company only. For bulk forwarder agent, they use different rate.

I think i'd post duty/tax/GST calculation previously..try check it out..

So GST calculation for your items:
=(Inv value + 10% insurance + IATA freight rate) x 6% (GST)
=(RM1230.58 + RM123.06 + RM126.68) x 6%
=RM1480.32 x 6%
=RM88.82

GST is the tax. Previous calculation is for no Import Duties.

Sample for 20% Import Duty & 6% GST
Invoice value = RM1047 after convert
Origin = USA
Weight = 2.0kg (but min IATA freight rate from USA is RM421.59 for less 45.0kg)

Duty calculation:
(Invoice value + 10% Insurance + IATA freight rate) x 20% Import duty
(RM1047 + RM104.7 + RM421.59) x 20% = RM314.66

Est. GST:
(Shipping + Insurance + freight rate + Import duty) x 6% GST
(RM1047 + RM104.7 + RM421.59 + RM314.66) x 6% = RM113.28

Total duty & GST to pay ~ RM427.94

Actually shipping free terms is only between buyer & seller. As the items is small, maybe seller use the cheapest air-registered-postal service & absorb the cost but add in sale value. In Customs duties/taxes calculation, freight rate is using IATA standard as per i've told before. If there is no invoice, Customs will take the info & value from Air Way Bill whether Master or House AWB.
