do they have to perform Testing & Commissioning before they can issue CCC?

ok just spoke with that guy. he went to see inp just now. ok this is the gist:

- inp confirm that no water was available or at least ran into the units, because syabas delayed supplying the water meters.
- inp confirm T&C were done accordingly
- inp confident that these are isolated cases

but.... how to T&C if no water???? did they just lie?
T&C results kept by the architects because they are the lead in T&C.
isolated cases? 3 out of 3 units tested, got major defects. isolated?

hmm... but first need to get the owners unite la.... i suspect the same too... how come can T&C, CCC and VP but at the same time contractor said never tested the piping coz no water???? n how come multiple electrical failure after T&C/CCC?

another owner just tested his bathrooms together with the contractor. failed. the water even seeped thru exterior wall. water could be seen from the outside.

again, the contractor said they never tested the house.
