http://travel.state.gov/visa/temp/types/types_4383.html#2I think the transit without visa program in US has been suspended. So you might need a C-1 visa to enter US. I personally have only entered through LAX and SFO but from what I can see, everyone goes through the immigration when they landed.
So CSG you might want to check with your travel agent.

Yeah, if your friend goes to school in US it's not too hard to get a Canadian visitor visa. Just have to go to Canadian consulate early in the morning and you could get the visa at the same day. But CSG is going to study in Canada and wishes to apply for a US visa, so that's a completely different story. My friend was in Canada a few years back ( 2 years after 9/11 ) and he told me it was so hard to apply for US visitor visa from Canada. But I am pretty sure things have changed.

From what I heard, it is still the easiest to apply for US visa from your home country. At least it doesn't take that long for them to figure out your identity. Or they might give you a single entry visa instead of multiple entry if you apply in foreign land. And you might have to wait longer for the visa to be approved.
