yes can spray on cat that do not have fleas ==> in this situation, if i have money i will use "spot on" on him rather than spray. since he is not guilty for bringing fleas

so its not a good idea to punish him with spray

the method is:
1. spray, and wait atleast 24-48hours
2. comb the fur abit before bath..
3. bath
4. dry, and comb again to make it look perfect and to make sure all dry eggs drop and dead fleas drop.
5. Spot On (optional = if u still do not feel unsecured, like u feel fleas is still around the house, or maybe your cat is IN & OUT door, so spot on can help them).
