Here is my dilemma, I have the Garmin nuvi 1350 more than 1yr old redi but now lately it takes few mins to upload n often get hanged...Why n How can i solve this problem asap.

First you can visit Garmin website for any firmware update. second you can check free memory available. Backup your data and wipe free your internal memory.

I'm using garmin gps, the problem is about the a-gps positioning server i should choose.
I'm a digi user,so there are quite a number of server,which i dunno which to choose.

Currently i'm using diginet to online,so should i choose diginet?
Or others?

I could be completely wrong here but i don't think it makes any difference because the data being transmitted is on average, a peanut sized 10KB. So as long as it work, pick whichever you choose.

As for server, I think in GPS term, it normally refer to the server that gives you the satellite position. For example, for Nokia, that would be supl.nokia.com

If you can explore your device using PC maybe you see if all the file still there or not? But if formatting normally all apps will gone and the best way sent it back to your dealer...
