Infrasonic, Using baking soda to treat plant disease ??  The more you use the stronger the disease will become. You should try wash away the white powdery thing on your cedar. Tilt your pot when wash, not to allow the white thing wash back into the soil. Wash again when the white powdery thing comes back. It looks like your plant has not got enough of sun light. Put it under the hot sun.
