BTW. The 2006 photo probably have a lot of years into it. (unless its airlayered) The root system does not look airlayered though.
You planted the whole thing yourself or bought? I am just guessing, 2006 photo is probably 6 ft high at least at one point in time.

If it was my tree, I will push growth first. Don't cut anything. Do it until trunk have the 1/2 - 2/3 width you want.

That is grow until trunk/branch thickness is about 1/2 - 2/3 of what you desire and then snip. To grow them right, you have to cut/defoliate the top branches frequently to allow light through.
