But I not sure normal 17 and lightweight type diff how much since those tyre shop impossible to they weight it for you haha..I saw quite many 15" price range below 1k, for light weights it go up to 1.2k(4kg+)..i wonder it worth or not, if not noticeable I just spend lesser..

The avanti storm I scout is around 2k for lightweight rim.. While 15" around 1.2k 16 around 1.5k

I'd rather try to find used Advanti Storm which are still in good condition rather than those new normal heavy rims. Heavy rims is just a big no IMHO.

If the original is 17" and change to 19", would it lowered the car ? What i mean is would it hit the bump if change to big size by 2" ?

It depends on what tire size you're using. If you use the closest conversion size then it should barely have any difference in total diameter hence the ride height would also be about the same and therefore the chances of hitting road bumps is also still about the same.
