Yes, i have the same issue with you. So far, these are the only file types i encountered to have been capped.
RAR, zip, exe, mp3, avi, swf

And these are the file types not capped(yet):
7z, 001,002,etc , cbr, cbz

if it's capped by file extension then I'm lucky lor... only get capped between 8am to 2pm... then it's all breeze since I download files with RAR extension alot...

I don't think being on a different IP range would make much of a difference. This isn't a routing problem but an imposed speed limit by TMnet in order to solve their network 'congestion' problem. It's more of an infrastructure problem seeing as I see them advertising 1mbit packages all over the place when I go out, yet they're too cheap to purchase additional bandwidth for the country. This is even pissing me off because my servers @ the TMnet datacenter are experiencing slow downs with western countries (20KB/s - 10 threads with the US) and my clients are somewhat dissatisfied.

This started with P2P capping (BitTorrent) roughly 2 years ago and look how its turned out. Lowyat.net has an entire section dominated by services for bypassing their eMule, BT and general speed caps (services noticeboard). How long will it be till we start seeing Rapidshare/Megaupload/etc downloading services? Heck, I can't even download games from the PSN store at a decent speed anymore. Tmnet Shitmix.

My connection is working fine.
Although it tends to fluctuate sometimes.
By the way, I am using Firefox built-in dl manager.
I happen to come across this setting where we can add 1 chunk or less 1 chunk.
I didn't what was it so played with it by clicking add 1 chunk.
My speed improved !
I kept pressing it after that, now my speed is damn fast tongue.gif

I'm using downthemall, 4 chunks per file. I've tried Mass Downloader (with up to 100 threads) to no avail. Every file no matter how many threads is capped @ 25kb/s without using a proxy of sorts. I'm surprised at the level of packet inspection technology they've invested their money in to be honest. BitTorrent throttling, the capability to heuristically identify P2P traffic based on the structure of the connections + packet headers (encrypted or not), filetype and name specific throttling for RapidShare links? How much processing power do you need to identify all of these connections and shape them on a nationwide scale? Moreover, how much of our money did they spend to do this? I'm sure it costs less than laying more cables for bandwidth.

Couple of hours ago, I tried to download the NVIDIA drivers from nvidia.com. A few months back, I noticed that the nvidia driver files were being hosted on a local server in Malaysia. Now, its overseas and I was getting 40KB/s with 10 threads.. That's about 6-8% of my total line speed. When I proxied the connection via an SSH tunnel however, the speed was 480-520KB/s with 2 threads.

I'm sure they'll have some sort of amazing explanation for me when I call them up later.

maybe their software checks the file type and cap if they are bandwidth hogging

or maybe their technical team does not know the existence of HJsplit files
