Would be best if you complete your ROUTE and TSHOOT first before moving forward. Security is a lot easier to get into compared to voice since you already have basic data networking knowledge with CCNA. Best to work towards the voice track if you work with a Cisco Silver/Gold partner as well since most of the voice projects in Malaysia are usually 'sapu-ed' by them

I would say getting into pure voice (fresh) is a lot harder, but not impossible. Building your own voice lab would probably be the first step. Cost of hardware can be quite pricey though.
For security certifications, I would probably take Checkpoint/Juniper over Cisco anytime, although you can't go wrong with having all 3. Good to focus on a certification which you have experience in as it justifies a lot more value for yourself than just having a paper cert and theoretical knowledge. If you happen to work with other vendors (Watchguard/SourceFire/Fortinet/Sophos) etc. probably CISSP/CEH would be a better to work towards to since it's a more general security certification for techies.

Not tough at all if you grasp all concepts right. If you can relate everyday networking concepts back to the OSI layer at the end of the day, you should not have a problem.
For books, try the CCNA study guide from Todd Lammle. Good stuff
