Let's look at it like this.

No lah... Still need cinematographer. It's much more complicated than someone holding a camera. A lot of work to do, lighting, angle, etc.

And, a cinematographer in Hollywood actually rarely touches the camera. That's the job for the camera operator (but sometimes directors like James Cameron likes to hold the camera himself).

The director tells the cinematographer (or PD) how he wants the scene to look, then the PD setups all the lighting and stuffs, and then tells the camera operator how to shoot it.
