u can test the perfomance of ur PC by downloading rfactor for 1 hour test
about ur wheel u can choose from the cheapest MOMO all the way to G25.
IF u are interested for 900' u better save a bit more and get G25 instead. with 3 pedals and H shifter as well as normal pedal shifter u will get the closest experience to the real racing.
