did u notice, Why all the Bad guys(decepticons) can FLY while all the good guys all on land running=.="
my dad said that to me on the first show during the movies, i lol'ed
This question goes all the way back to G1. Not all Autobots are land vehicles and surely not all Decepticons are air vehicles.
Autobots - On land, they can interact better with human. They also must hide sometimes, so disguising as military/air vehicles is a NO.
Decepticons - They just wanna win wars, so disguising as air vehicles sure give more advantages compare land vehicles.
