It never been in the original plan. It may changed after it is passed from Setia Haruman to Cyberview or later I dont know - maybe you have more info.
What I know is the PCB land is gazetted under MOF under Cyberjaya city act but it always planned to be sold and Setia Haruman and later Cyberview does not included it in their flagship plan.
We always have issue last time to get anyone interested in that land as the developer need to fork up huge money to do the land work (some portion is a swamp land) and also the money they need to come out to build the ramp to Cyberjaya.
Setia Haruman (last time) and Cyberview do not have any obligation to build the flyover. Thats a fact.

As far as I know, the land is freehold and it is under cyberjaya masterplan, be it from cyberview or even mp Sepang. That land is 'Cyberjaya' and it is freehold, part of total 6960 acres in the masterplan.
Possibly the flagship zone is what the argument here about. I thought as long as cyberjaya it is considered cyberjaya flagship zone as it was made freehold. But from what you mentioned, it seems to be flagship zone = their responsibility to develop the land.
Well I knew flyover to PCB piece of land belongs to cyberview for a very long time... I saw the cyberview signboard on the land indicate no trespassing, private property. This has been there for many years.
As for the flyover, I'm sure when they sold the whole piece of land to parkcity, it is part of the understanding that they (cyberview) will build the flyover. I guess the timeline will depend on cyberview since it's not under PCB's land. Persiaran semarak api is meant to connect across there and it's part of local council planning that I saw before.
