Skirting for decoration purposes unless the skirting got small wing like F1 but the effect is negligible as our car doesn't hit those speed.

behind the engine oil cap?? wat u mean by behind the cap??? u can try by cleaning ur engine bay and clean the cap and test a few day see got oil or not..

not advise 2 change it at 1k service s everything still new inside n takes a bit more time 2 refine~
