Who give them the power to block website? Parlimen? Mahkamah? Which act of law?

Exactly, does the complainant have court order to block the site in the first place?
Don't tell me they simply block because one person/corporation file a report about it........with no judicial process
If like this, then I can simply file a report to block my competitor business website without going through judicial process
