Dear REHDA Selangor Members,
We would like to bring to your attention on the i-Miliki program initiated by the Ministry of Housing
and Local Government (KPKT) of Malaysia. The program is implemented from 1 June 2022 to 31
December 2023 and the following is the table of summary for your reference:

i-Miliki is the Homeownership Initiative that offers stamp duty
exemptions as stipulated in the PU(A)176/2023, PU(A)177/2023,
PU(A) 179/2023 & PU(A)180/2023 on following property:
House priced RM500,000 and below: 100% stamp duty
exemption.
House priced between RM500,001 to RM1 million: 75%
stamp duty exemption.

What are the eligibility
criteria for i-Miliki?
Buyers: Must be a FIRST time homeowner.
Developer: Must provide a minimum 10% discount from the
declared original selling price to buyers.
Sale and purchase agreements (SPA) must be completed
between 1 June 2022 and 31 December 2023.

What is the deadline for
eligible sale and purchase
agreements?
Not later than 31 December 2023.

What is the deadline for
SPA stamping?
Not later than 31 January 2024.

What is the application
process for i-Miliki?
After meeting the criteria, buyers and developers must fill/sign the
Statutory Declaration (SD) form.

application?
Besides the SD form, the following documents are required:
Advertising and Sales Permit (AP) copy.
Sale and Purchase Agreement copy.
Buyer's Identification Card copy.
Land Title copy.

Which housing developers
are involved in this
initiative?
Developers obtained licence under the Akta Pemajuan Perumahan
(Kawalan dan Pelesenan) 1966 [Akta 118] or Enakmen Pemajuan
Perumahan (Kawalan dan Pelesenan) 1978, Sabah [No. 24 of
1978] or Ordinan Pemajuan Perumahan (Kawalan dan
Pelesenan) 2013, Sarawak [Cap. 69] are eligible to participate in
i-Miliki.

How can developers
confirm the 10% discount?
Developers in Peninsular Malaysia must declare it using the
provided Statutory Declaration (SD) form.
Developers in Sabah and Sarawak must declare it during
project registration with SHAREDA/SHEDA.

Are secondary market
properties eligible for iMiliki?
No, i-Miliki only applies to residential properties in the primary
market which are purchased from licensed developers.
However, the FIRST time homeowner who purchased properties
priced RM500,000 and below in the secondary market, can apply
for stamp duty exemption under Perintah Duti Setem
(Pengecualian) P.U(A) 53/2021 & P.U(A) 54/2021.

What types of properties
are eligible for the
exemption?
Properties such as houses, condominiums, apartments, SOHO,
etc., which are solely for residential accommodation purpose.

Do developers need to
register with relevant
property developers'
associations such as
REHDA, SHEDA and
SHAREDA?
No, developers do not need to register their projects with any
property developers’ associations.

How do developers prove
on giving the 10%
discount?
Developers must declare the discount in the Housing Integrated
Management System (HIMS) and the SD form.

Do developers need to give
a 10% discount for homes
priced RM300,000 and
below?
No, for such properties, no discount is required as they are pricecontrolled.

Can buyers apply for iMiliki if they purchased
from the unlicensed
housing projects?
No, only the licensed housing projects are eligible to apply for iMiliki.

The completed application and required documents can be

No, each application must be submitted individually.

Approximately 15 working days from the date of complete
documentation submission.

approved?
Check through the STAMPS portal https://stamps.hasil.gov.my
using the adjudication number.
