TM said all rates are retro-effective since March 2023. • Price revision must apply since March 2023. • Excess payments since March 2023 must be refunded. Cannot give either one. Must give both. No point if revise but didn't return excess amount. Also no point to return excess but didn't revise for future. Example; if MSAP-influenced price is retro-active cheaper by RM100 since March 2023, then it is only fair you return [RM100 * (March - September)] ≈ "RM600".
