Any shop will do, price is not much different. The main thing is to know what brand and model that you want. Different tyre and size has different characteristics which will affect your riding experience. Previously I always got mine either from JTC Gombak or bicyclebuysell.com

Dura Ace C24 is the best climbing wheels I’ve ever had (not that I had many wheels either to support this statement) but too bad that they’ve discontinued it

i think, wheels n tires are the first ones and most significant improvement.

Depends.
What is your bicycle's spec in the first place?
For example; if standard groupset already Ultegra, then no need to upgrade to Dura-Ace la.

ANNECY, France – The iconic brand Mavic has been in receivership since 2 May 2020. Nearly 10 months ago Mavic was officially sold by its parent company Amer Sports to the Californian private equity firm, Regent LP, for an undisclosed amount. However, the Mavic employees and the French unions now found out that another company is involved in the ownership.

A few weeks before the Regent LP took over Mavic, Finnish group Amer Sports was acquired by the Chinese consortium led by the Anta Sports Group for 4.6 billion euros.
