i think regardless of spec, SSD is a must for any laptop, your father will really appreciate the fast boot up and load up. it is the single best upgrade ever. smile.gif

avoid all current Dell gaming laptops

If you want 1650 GPU, can consider Nitro 5. Cooling not the best but at least can be acceptable after turning on max fans

Gimped cooling+performance and BIOS, Dell focus is on aesthetics nowadays. There are reasons why Dell gaming laptops aren't in the gaming laptop approval list

For the budget around that (max 4k), any laptop suggestion? Would really prefer thin and light laptop. But still enough to do task that I mentioned above

Fine with 14 inch? For your usage I would suggest 16GB RAM and a dGPU TBH
