Depends on the criteria you are focus on. If refresh rate is important, and if you hate notch and pwm, then op7 pro is totally worth it. Otherwise, the answer is no.

as for hardware, it seems OP7 Pro have a few advantages this time, the 90hz screen + UFS 3.0 storage. but they are sacrificing IP rating and the headphone jack
i dont mind the punch hole screen on S10+ so the notchless screen is not really a selling point to me, but I have concerns with the durability of the pop out camera
camera performance also seems just OK. the ultra wide camera output seems worse than P30 Pro and S10+ even, from GSMArena review
then there's the Note10 coming as well
