every email to Shopee to follow up the issue will be replied by different CS and after few emails they will ask you to do the same things again like the first few emails. hahaha really bunch of brainless CS.

Not online merchant, but there is an option to utilise coins to offset up to 50% of payment when you choose "Show QR Code/Barcode" for payment (instead of scan the merchant's QR). The toggle appears below the "Wallet Balance" and "Use Voucher" row under the QR code. I have used this at Giant last week, probably works for any merchant that scans your displayed Shopeepay QR Code/Barcode.

Is ShopeePay require to link device and verify before use to make payment on Shopee? Is it become like TnG and other eWallet?

Officially no. But unofficially, if you ever swap device with another shoppee user and use their voucher, system will automagically treat you as 1 person using multiple devices and limit your access. I don't know how their logic works, but it's best never to run more than 1 shoppee account on the same phone.

I top up my ShopeePay with my credit card wrong amount..i tried withdrawal but apparently amounts top up with credit card is not transferable..

I called CS and ask them to refund...

Spend it. You can scan & pay at Duitnow QR merchants, including supermarkets, petrol stations, pay bills at Shopee App.

Chances of getting it back is low?

Not sure ShopeePay can reverse your credit card transaction or not, so the top-up is reversed. You try.
Otherwise, close the account.
